This was probably taken sometime at the end of the 19th century. The little concertina instrument is called a Bayan. The modern ones are quite large with a full chromatic range. The balalaika is a folk version of the instrument. The modern balalaika was designed by Vasili Andreeyev in the 1880’s and he was the one who developed it into a concert instrument. This photo here shows one of the village versions with fewer frets and simpler construction. You can find 78’s of music played by duos like this.
